Community Economic Development

 CCI will carry out educational activities within a target area to develop and improve domestic urban emerging markets, communities and neighborhoods, and commercial corridors.  

  • To market to develop research, strategic planning activities, needs assessments, cluster analysis, and feasibility studies.
  • To provide education that engages the target community in the development process for improving the economic development needs of the community.
  • To advocated for business development that create or upgrade wages within the targeted area/community.  

Workforce Training & Development

CCI will seek to increase the capacity of local leaders and organizations to create, recruit, and retain businesses and industries.  Working within the targeted community and neighborhood commercial corridors, CCI will identify key stakeholders and work cooperatively to devise a plan for using community assets to solve workforce-related problems and to strengthen community capacity.  That workforce development plan will be collaborate with strategic partners on the following basic principles:

  • Establishing employment opportunities with the private sector.
  • Enhancing existing and prospective work transition programs.
  • Developing job placement and career development counseling program options for consideration for strategic partners implementation.
  • Providing workforce education training options for consideration for strategic partners implementation.
  • Encouraging new program designing and implementation of workforce training strategies by strategic partners.
  • Advocating to the support of funds and promotion of workforce development efforts in domestic urban emerging markets.

Small Business Development

CCI will seek to support technical assistance efforts of strategic partners to small businesses located in domestic urban emerging markets, communities and neighborhoods, and commercial corridors.  These are the following small business development objectives that encourage the hiring of low to moderate income residents.

  • Advocating for access to capital, government programming and subsidies, tax programs, etc. will be encouraged.

 

Encouraging Entrepreneurship

CCI will encourage and promote mechanisms to support entrepreneurial approaches within domestic urban emerging markets.  CCI will work with strategic partners to focus on opportunities that lead to long term sustainability and wealth building through new business creation. CCI will advocate for funding and the promotion of entrepreneurship at local, state, and national levels.

What are Business Improvement Districts (BIDs)?

Wisconsin Act 184, signed into law in 1984, gives Wisconsin municipalities (i.e., cities, villages and towns) the power to establish one or more Business Improvement Districts within their community and an assessment methodology that allows properties within that geographic area to contribute to programs aimed at promotion, management, maintenance and development of that district. Assessments are restricted to commercial and industrial properties within a municipality that are subject to real estate tax. Tax-exempt properties (i.e., religious, public utility or government properties) or those used exclusively as residences cannot be included in the assessment district.

What are Neighborhood Improvement Districts (NIDs)?

Neighborhood Improvement. Districts focus on neighborhoods composed exclusively of large multifamily housing units or mix of businesses and multifamily housing.

What are TIFs?

Are an economic development technique to expand the property tax base. Property value increases fund site improvements that would not otherwise occur.

What Does from Blight to Bright mean?

Blight to Bright is a set of strategies, in collaboration with the C4 group, to fill vacancies in commercial corridors. This includes focused trainings, workshops and design concepts with commercial corridor and BID managers, executive directors and board members. Additionally Blight to Bright© host an annual min-conference to gather leaders and interested groups with a common goal to discuss issues, ideas and strategies that increases commercial corridor development.
